Primera Línea Académica: movimiento y pensamiento. Parte I

[English]Colombia Syllabus is a scholarly “front line” that seeks to collect and disseminate information related to the 2021 National Strike in Colombia.  We intend for this resource to serve  as a pedagogical tool that will support educators, students, researchers and activists in interrogating the current conjuncture until the authoritarian elitedesists in its  effort to reduce  Colombian democracy to a merely  nominal democracy based on the exclusion of those who, in Jacques Ranciére’s words, have no part in the established social fabric: those who are now struggling to make themselves seen and heard, whether to reconfigure the existing order or radically dismantle it in order to build something new. Since April 28th, 2021, a set of voices has made  its way into the public in Colombia, clashing with the state apparatus and its policing forces. Understood in theoretical terms following Alain Badiou, the event is a present that redefines subjects and is not limited by the horizon of their pre-existing ideas. Such is the case of April 28th, 2021;  this date, however, cannot be reduced to be the event’s origin or end point. A complex network of circumstances condense around it  to shape a Colombian present in which  the population is called upon , in one way or another, to see and feel the presence of bodies and voices on the streets. We see and feel the socio-economic and vital impacts of the Covid-19 pandemic; the deficient implementation of the peace agreements signed under the previous administration; the assassination of social leaders throughout the different regions of the country; the environmental degradation and lack of guarantees to defend life, water, territory, and the annihilation of those engaged in those issues; the deterioration of our bonds with Venezuela; the generally negative response of different social and political sectors to multiple points in the agenda of current president Iván Duque (as is the case of the tax reforms submitted by the Minister of Finance  Alberto Carrasquilla). This list is barely a starting point for what has become a proliferation of demands. For some editorialists and  politicians  , the demands that have coalesced  around the strike are  an indication of a potentially dangerous civil unrest that must be controlled using the state’s lethal force . However, there is no better sign  of the radically transforming nature of this present event than the contradictory coordination of voices and wills that, nevertheless, cannot be appeased with a single coordinated response from the state. No such possibility exists because this moment is an event which, like never before, dismantles the desire to affix “Colombianness”, Colombian citizens and their relationship to territory, economy, and government according to hegemonic discourses. It is no longer possible to reduce the discontent to drug trafficking, guerrilla, paramilitarism, partisan violence, “democratic security”, “Castro-Chavismo”, etc. Such termshad, to a certain extent, offered some people a unified way of understanding the Colombian present. Ours is still that present, but it is no longer possible to cover and appease inequalities, racism, elitism, xenophobia, bureaucracy, and corruption with the veil of those hegemonic discourses and terms disseminated by the media. The event is plural and must be open to the call of populations disregarded  by the state, as much as to forces that in the status quo avoid being affected by those emerging voices. Policing is a response  that closes ranks so that those emerging voices affect the state apparatus as little as possible. The political response to the event must be a democracy where those emerging voices rebuild the state from the relations it has with the shapeless mass of reality; from the isolated corners of the country to its dense urban centers; from the inhabitants who are counted to those who are invisible and undocumented; from those who breathe the air of the Colombian cities and fields to those who do so only through memories in exile. What has coalesced around the social and political uprisings of 2021 is the manifestation of being Colombian as being “other” to ourselves. We are called to open ourselves to the emergence of faces that come towards us, and make ourselves faces that go towards others in order to make our demands.Colombia Syllabus aspires to be  an open and collectively constructed compendium of the multiple facets of the event, aiming beyond merely informative or opinion-based goals. Our hope  is that these materials may  serve to educate and prompt critical thinking. To that end, we  have organized the content around sections that are directly related to the plural opening at the heart of these social uprisings: the relationship between the current mobilizations and previous moments of protest in Colombian history, the politics of protest, the role of scholarly dialogues and cultural production in shaping the course of the mobilizations, , the environmental dimensions that motivate and accompany them, the potentialities  and limitations of human rights rhetoric, and the ways in which ethnicity, race, and gender traverse the current conjuncture.This collection of resources, discourses and narratives about the protest is a space for dialogue in which  scholars, activists and the public in general  can contribute with their voices and, at the same time, enrich their own perspectives with those of others. As a collaborative space, Colombia Syllabus/Primera Línea Académica is open for those interested in adding content and helping to curate and organize information on  the site. But it exists above all to support those interested in using its content to develop pedagogical interventions, foster dialogue and stimulate critical thinking. The space to persist, to resist, and to keep insisting on the possibility of a better world is open,  and it is our hope that the potential of digital connectivity can be harnessed to keep reproducing this openness.  

[Español]El Colombia Syllabus se propone como una primera línea académica para acopiar con fines educativos las perspectivas que coalescen alrededor del evento presente colombiano. Un evento que nos invoca a continuar interrogándolo hasta  que el cierre autoritario de la élite desista en su deseo inútil de que la democracia colombiana sea solo la que ellos quieren que sea. Una democracia que excluiría a aquellos que, en palabras de Jacques Ranciére, no tienen parte en la estructura establecida del tejido social y que luchan por abrirse paso, hacerse oír y llegar a participar o desmantelar el orden existente para construir algo nuevo. El 28 de abril de 2021, se abre paso en Colombia un conjunto de voces que choca contra el aparato estatal y sus mecanismos de control policivo. Entendido en términos generales y siguiendo ideas de Alain Badiou, el evento es un presente que no se cierra bajo ideas preestablecidas y que, antes bien, redefine a los sujetos. Este es el caso de lo que el 28 de abril de 2021 representa, sin ser esta fecha un origen ni un final absolutos. Allí se condensa una complejísima red de circunstancias que dan forma a un presente colombiano donde la población toda es convocada de una u otra manera a ver y sentir la presencia de cuerpos y voces en las calles. En esta red están los impactos socio-económicos, así como vitales, de la pandemia del Covid 19; la deficiente ejecución de los acuerdos de paz llevados a cabo en la anterior administración; el asesinato de líderes sociales en las regiones del país; la degradación ambiental y las faltas de garantías para la defensa de la vida, el agua, el territorio y la aniquilación de las personas que la ejercen; las deterioradas relaciones con Venezuela; la generalmente negativa respuesta de diferentes sectores sociales y políticos a los proyectos de gobierno propuestos por la administración de Iván Duque (como es el caso de la Reforma Tributaria propuesta por el entonces ministro de Hacienda Alberto Carrasquilla). Esta lista es tan solo el punto de partida para lo que se ha convertido en una proliferación de demandas. Para algunos comentaristas, sectores políticos y hasta de la sociedad esta proliferación de perspectivas y descontentos vinculados al paro es un índice de un desorden social potencialmente peligroso y que debe ser controlado bajo las amenazas de fuerzas letales del estado. Sin embargo, no hay mayor índice de la naturaleza radicalmente transformadora de este evento presente que la contradictoria coordinación de voces y voluntades que, sin embargo, no se apaciguan por medio de una única y coordinada respuesta del estado. No hay tal posibilidad porque este momento presente es el de un evento que, como nunca antes, desmantela los deseos de encuadrar la colombianidad, al ciudadano colombiano y su relación con el territorio, economía y gobierno bajo discursos hegemónicos en los cuales narcotráfico, guerrilla, paramilitarismo, violencia partidista, seguridad democrática, el castro-chavismo, etc., hasta cierto punto habían dado unidad a cómo entender –en su momento– el presente colombiano. Nuestro presente es ese de antes, pero donde son insuficientes todas esas hegemonías discursivas y mediáticas que se usaron para apaciguar las desigualdades, los racismos, el elitismo, la xenofobia, la burocracia y el clientelismo. El evento es plural y se abre tanto a los llamados de poblaciones que el estado descarta como a las fuerzas que dentro del status quo se resisten a ser afectados por estas voces emergentes. La respuesta policiva es cerrar filas para que esas voces emergentes afecten el constructo estatal lo menos posible; la respuesta política es la de una democracia donde esas voces emergentes reconstruyan el estado desde las relaciones que éste tiene con esa masa sin forma que es la realidad que ocurre desde los extremos aislados del país hasta los densos centros urbanos; desde los habitantes contados y documentados hasta los invisibles e indocumentados; desde aquellos que respiran el aire de las ciudades y campos colombianos hasta aquellos que lo hacen tan solo desde el recuerdo del exilio o el expatriado. Lo que coalesce alrededor del levantamiento social y político de 2021 es la aparición de los colombianos como un “otro” para nosotros mismos y la exigencia de abrirnos a esa aparición de rostros que se acercan a nosotros y de hacernos nosotros mismos rostros que van hacia los otros para también exigir.El Colombia Syllabus se propone como un compendio abierto y colectivo de facetas del evento que van más allá de lo informativo y de opinión, para alcanzar fines educativos y de formación crítica. Como tal, organizamos el contenido alrededor de temáticas y secciones directamente relacionadas con la apertura plural de los levantamientos sociales: la relación con otras protestas en la historia colombiana, la política de la protesta así como la relación de la protesta con la política, el papel de los diálogos académicos y la producción cultural en el desarrollo del evento, las dimensiones ambientales que  motivan y acompañan, las potencialidades y limitaciones del discurso de derechos humanos y las perspectivas étnicas, raciales y de género que resuenan de manera transversal en la actual coyuntura.En ese sentido, esta colección de fuentes, discursos y narrativas sobre la protesta, es un espacio de diálogo donde académicos, activistas y ciudadanos en general pueden asistir para contribuir con su voz y, al mismo tiempo, enriquecer su perspectiva con la de otros. Como un espacio colaborativo por naturaleza, el Colombia Syllabus/Primera línea académica, está abierto para que aquellos interesados aporten contenidos, colaboren en la curaduría y ordenamiento de la información, y, sobre todo, usen el contenido en función de desarrollar procesos de educación, diálogo y pensamiento crítico. El espacio de persistir, resistir y seguir insistiendo en que un mundo mejor es posible está abierto, y la esperanza es que se siga reproduciendo gracias a las potencialidades de las conexiones digitales tanto humanas como no-humanas.
