Villeurbanne is a city located in the East of France, to be more specific it's registered under the law of the "Département du Rhône" which is, for non-french speaker , a territorial division with a prefect for representative. 
We are well known for two things : Our proximity with Lyon (regarding the matter we're kinda like Astérix, always resisting against the invader) and our sky-scrapers 
But "what was the necessity to build sky-scrapers in a town of France", you are thinking ? Well like a lot of village during the XIX century, Villeurbanne was an ideal place to develop industries. Like Lyon, Villeurbanne would make Lace, silk and even Tulle ! That is why a lot of people came from all the little hamlets around town to find jobs and start a life in Villeurbanne. The population growing bigger and bigger every year, the Mayor asked the architect Robert Giroux to build a series of apartments for the workers. Those apartments needed to be modern, spacious and to be able to bear a lot of people. That is why the model of the sky-scrapers from Chicago was chosen
