After the students have decorated their notebooks, it is now time to include some specific formatting including: 
a table of contents 
page numbers on the bottom of each page (numbered until the end of the notebook)
have the students leave 5 pages in the back for questions they may have throughout the school year

Once the formatting has been included, go over some guidelines for this notebook: 
it lives in the classroom 
it's a place for curiosity, so all questions are welcomed!
they will write in it at least three times a week
