How can I get a users who visited a certain webpage and sent them to a different webpage after a certain time using PHP?
I'm having trouble finding something online that will help me with this.
Basically I want to have it so when a user visits a certain webpage they get directed to a different webpage. Once they visit that webpage and are redirected to it, after a certain time they are sent back to the original webpage they were redirected from. 
If you can help me with this it would be greatly appreciated.

I'd use javascript/jQuery for that.
You could for example do it in the callback of an ajax call:
    $.ajax({
        url: "my-url",
        type: "GET",
        dataType: "html"
    }).done(function(response){
        window.location.replace("my-other-url");
    }).fail(function(jqXHR, textStatus, errorThrown){
        // do something here if we fail
    });
But if you want to be really sure the user actually left the first page you could store in the localStorage (if you are on a modern browser) the last visited page and check it after the redirect:
    $.ajax({
        url: "my-url",
        type: "GET",
        dataType: "html"
    }).done(function(response){
        window.location.replace("my-other-url");
        localStorage.setItem("last-visited-page", response.last_visited);
