In 2016, Middlesbrough Council conducted scrutiny panel, formed to address the following:

-Reviewing and challenging decisions taken by the council and its partners for example the NHS or police relating to youth produced imagery.
-Investigations into services or policy areas which are of interest or concern to people in Middlesbrough.
-Making evidence based recommendations to improve services provided by the council and partner organisations.
-Exploring the incidents and attitudes of youth produced sexual imagery.

Following this scrutiny over 20 recommendations were made.
