CodeBank is a structure inside the editor that houses your code snippets.
You can freely navigate through the CodeBank and keep track of all your code snippets. The CodeBank
is accessed through the Code->Insert Code Bank command.
CodeBank is also fully customizable and allows for complete opacity when working on small pieces of code or large ones.
You can also easily save the codebank and save it as it's own file using the Save As command, or easily move around code
pieces to different codebanks or places using the Export command.

- Export: -The export command allows for exporting a code snippet.
- Delete: -The delete command allows for deleting code snippets.
- Paste: -The paste command allows for pasting code snippets.
- Search: -You can easily perform a search through the snippets by typing in the search box at the top of the codebank.
- Filtering: -You can easily filter the snippets in the codebank by selecting a line of code and using the filtering feature.
- UI: -This allows for making the interface smaller or larger.
- Showing/hiding: -This allows you to easily toggle which type of code you're currently working on (program, selection, current line, etc.).

The first version of CodeBank was built on Flex. I'm still using it at work, but I am not using it much. I haven't tried Flex in a couple of years. I am using it on a M$ product at work, but I haven't been using it in a year or so. I like to develop using ClearScript.
This library is not as mature as others and on a budget, I think I would go with the other 2 options listed by elendil.
There is a larger set of snippets (source) set up. However, there are now fewer libraries and fewer developers (ActiveState, CodeFactor, CodeLounge, Codecademy, kodeihsu, MozillaDev, Mozilla.org and so on are gone).
