Creating a New Layer
A layer is like a collection of pixels that you add to your image. If you place a group of several colored circles on an image, it's easy to cut and paste them to another image, but it would be difficult to move or resize them independently.
A layer, though, enables you to work on each individual circle or group of circles separately. You can move, resize, and edit the individual circles on separate layers. If you need to, you can erase the circles and place them again on a new layer.
Creating a new layer
To create a new layer, select a background layer to which you'd like to apply your paintbrush. Then create a new layer by choosing Layer⇒New, or pressing Shift+Ctrl+N (Shift+Command+N).
  Note that you can jump from background to foreground (the layer you want to work on). To switch, click the Background Layer in the Layers panel, and then click the layer you want to work on. You need a background layer so that you can see the original photo and layer below the new layer you're working on. If you're working with a single layer, you can turn it into a background layer by choosing Layer⇒Layer Settings⇒Background Color, and then selecting a solid color as the default color.
Photoshop automatically adds the New Layer option to your Layers panel when you create a new layer. The New Layer option displays the most recent item added to the Layers panel. If you already have a layer, the New Layer option will display the layers you added.
