A gunman opened fire at Sandy Hook Elementary School Wednesday killing 20 children and six adults, the largest mass shooting in the U.S. since the Virginia Tech killings in 2007.
The bill, which will be introduced Monday, would require a federal background check for every gun sale. Currently, only federally licensed firearms dealers are required to run a check. The background check would have to be done before a transaction can take place.
The bill would also require a federal firearms license to be obtained before every gun is purchased, would impose limitations on the size of firearms magazines, and would limit high capacity gun clips.
There would be no exceptions to the proposed background check requirement and no bump stock type devices would be allowed.
The bill also would require the Justice Department to create a gun trafficking enforcement task force and would end a law dating back to the 1970's that allows legal firearms sales at gun shows.
California Sen. Dianne Feinstein introduced the same bill in the Senate last month.
Schumer described his meeting Thursday with the parents of victims in the school shooting.
"Unfortunately, there are still too many places where we cannot place safe guards between a child and a gun," he said.
"They are not old bills that we plan to just file away," Schumer said. "They are bills we plan to work on for a long time."
There is currently no federal law on the books that requires background checks before every gun sale.
Gillibrand said it's a "frustrating state of affairs that we still have so many guns that are sold with no background checks at all."
Last month, New York's Democratic Gov. Andrew Cuomo signed eight bills related to gun control into law.
