IPligence is based on the general idea of finding the exact location of a visitor, without storing any cookies or storing  their personal information, be it their IP address, or E-mail address. IP localization relies  on IP address specific DNS servers. Each visitor IP address is sent through  a specific DNS server where it is compared with other  visitor IP addresses previously stored, in order to determine  the visitor location. The use of the DNS method is a well proven, easy  and highly accurate means of IP geolocation.
