Using Microsoft's Virtual Earth technology, Waypoint Creator allows you to display maps, and see your current location as well as show your waypoints on the map. You can create waypoints from the map display, add them to the route and then save it either as a GPX file (GPS compatible format), or as a text file.
There are 3 ways to create waypoints. You can click and drag, click and type, or click and drop. It is easy to use, once you get the hang of it, and you can use the intuitive interface to create a series of waypoints.
In the beginning there are a lot of options to explore and learn. Once you have discovered what you want to do, it is very easy to create your waypoints.
Once created, you can move, delete, or add waypoints anywhere on your route. A total of 30 waypoints can be created, but you can add waypoints to a different route instead of your current route.
The program does warn you of the maximum number of waypoints and the available file size and suggests the size of the GPX path. For example, if you create a huge number of waypoints, and the available path is only 1,024 bytes, the program will warn you and it will slow to a crawl until you fix this problem.
You can also use the program as a GPS map creator or GPS navigation device, so you will have an idea of what the Waypoint Creator is for.

Waypoint Creator is a handy little program. The only issue is that you need to have Internet Explorer 6.0 or higher installed, which is an older browser version. It has been around a while, so you should be able to find it on your computer.
One possible objection to the program is that the map used is outdated. The maps are Google maps, which is being phased out by Google to switch to the newer Bing maps

The waypoints are stored in a way that they can be loaded into GPX or other applications and then exported back as GPWPL.
Waypoints are not shown on the road until you have something to follow. So, if you are near the road but the destination is still at least a few hours drive, then you will not see the waypoints.
