I used to do this task with a Windows app, but recently I've seen a new tool that can create a batch file to ping your blog to RSS feed search engines for you.
Although the program is limited to a batch file for now, it's a start to do what you want on PHP.

Anyone would be appreciate for this small comment. I have created an app from an php script that will submit your blog to YAHOO, GOOGLE, MSN, NEWS.COM with a click of a button. Its a great app and it works in the newest versions of IE, Firefox, Google Chrome, Safari, Opera and the iOS App store.
