Is Odd-even license plate policy benefit the environment?

I have known this China policy from the Xian student. This policy is started from 2008. During the Olympic Games, the Beijing government in order to improve the air qualification and reduce traffic pressure, so launched the Odd-even license plate policy. This policy is able to benefit the environment. It is because vehicle car will emit a lot of greenhouses gases such as carbon dioxide, nitrogen oxide, Sulphur dioxide and so on. As a result, after the government has started the Odd-even license plate policy, the greenhouses gases emission will be reduced. Moreover, as less greenhouse gases are produced, therefore, it can help to improve the air qualification. IS It Able To Carry Out Odd-even License Plate Policy In Hong Kong? I think that it is not suitable to carry out this policy in Hong Kong. It is because the pressure of Public transport already very large. Hong Kong people every day need many times to get on the public transport. If the government carry out this policy but not increase the public transport passenger capacity. The public transport cannot effort a suddenly increase in passenger.
