Starfinder Flip-Tiles: City Hazards expansion has the following bonus features:
 Tilesets: 64 tilesets with 17 accompanying handouts in each.
 New Encounter Types, Treasure Parcels, and Tokens all have visual aids and descriptions added in for extra flavor.
 6" x 6" Scale: Each tile's map size equals a desktop display.
 Recognize city locations in their natural environment: A scale map features all the squares a player would see in the world. A chart locates and describes each square on the scale map.
 The city is built with easy-to-use builder blocks. Lay out your location in a few simple steps.
 Scenario Starter: Pick a starting tile and an ending tile. Borrow 20 encounters from the Starfinder Scenario Starter Set.

There is a new Starfinder Flip-Tiles: City Hazard expansion available as an app, and there are a number of other products that use some of those tiles as well, and pretty much any city could be flipped into a hazardous environment.
It is available as a Windows app for 7, 8 and 10, but I don't think they sell it on PC, it is an iPad/Android
The Starfinder Flip-Tiles - City Hazards Expansion Set is a set of six 6" x 6" tiles that can be used in place of standard 10x10 floor tiles to create a cityscape with hazards, trip hazards, and other dangers.
The tiles can be placed to create a city with water, fire, and mobs or to set up a completely hazard-filled city.
The tiles can be used to create a dangerous city or city in a steady state of hazard.
The included bonus tiles are a crowd of anomalies, rare and valuable anomalies that can be used in place of normal tiles.
City Hazards Expansion Map - City Layout:
The included City Hazards Expansion Map shows the layout of the city for the included tiles. The tiled floor of the city is divided into three columns of equal width. The first column has a fire burning in the center of the space. The second column has a pool of water forming a lake. The third column has a group of mobs creating a street fight.
City Hazards Expansion Tiles - City Layout:
The City Hazards Expansion Tiles include two types of tiles. The Hazards Tile and the Trapped Tile.
The Hazards Tile is used to create the water, fire, and spawning enemies. Each tile has a small area that can be highlighted to set up different hazards. The Hazards Tile also has an "S" tile that can be used to spawn a mob or spawn a battle.
The Trapped Tile can be used to create a dangerous space in the middle of the city that can contain mobs, traps, or be used to create a new building. Trapped Tiles can also be used to create a "sudden" trap that allows you to start a trap without having to pick the tile, or set up a "slow" trap that has a variable effect but also requires the player to set it up.

The Starfinder Flip-Tiles - City Starter Set contains 6 pages of maps, handouts, and a set of tiles to make setting up a city area or hazardous city quick and easy.
The included PDF file works in the same way as the core set does, but uses the City Hazards Expansion Set to create a simulated city area instead of a map. The included tiles can also be used in combination with the City Hazards Expansion to create a more dangerous city area.

The modules for this product are freely interchangeable with Fantasy Grounds.
The encounters are presented as follows: An Encounter Kit contains the information you need to run an encounter, including the encounter details, encounter XPs, and encounter payoff! Each Encounter Kit contains 10 Encounter Tokens with pre-placed encounter information that can be edited easily!
Under the Encounters tab are the Encounter Kits with pre-placed encounter info for download. You can select multiple Kits at once. Maps and Encounters information is stored in a Fantasy Grounds state document that automatically updates when you open the document or there are any changes made. Feel free to make changes and even edit maps, encounter details, and XP payouts as you like.
Each Game Kit contains the following tools: Map of the City Kit You can download a fantasy city map and use it in the game. I have provided a zip file of the Fantasy City Map that can be easily imported into Fantasy Grounds. Encounters Kit You can download a full set of 48 Encounter Kits, each with 10 pre-placed encounter tokens that can be quickly added to the board. Rules Notebook You can download a version of the book that has most of the rules information in it.
