The Philippine House of Representatives passed the Senate version of the bill to create the Department of Migrant Workers (DMW) to address all the issues and concerns of migrant workers in one place. According to a report published in the Philippine News Agency on December 15, 2021, the launch of this single agency unit will help Filipino expatriate workers form a single unit to seek help with issues related to migrant workers. Also Read: How To Register Online With POEA E-Registration Portal Currently, there are several Philippine government agencies that deal with issues and programs for OFW such as POEA, POLO, DOLE, OWWA, etc. But with this new department, all these agencies will be brought together under one roof, making OFWs more efficient and easier to seek help. OFW Department for the Protection of Philippine Migrant Workers If the House version is approved, both houses will no longer hold bicameral conference committee meetings and the bill will be sent to Malacañang for President Dutertes signature. The initiative aims to consolidate offices serving Filipino expatriate workers into one unified department, which Malacanang approved as urgent in May. The proposed department will coordinate all efforts and policies to protect saws under the Act. POEA to serve as the backbone of the OFWs 7 departmental offices The proposed department, which the Duterte government plans to be the Philippine Foreign Employment Administration (POEA), will take over the functions and responsibilities of the current agency. The 7 merging offices include the following government agencies: DFA-OUMWA - Department of Foreign Affairs - Office of the Undersecretary of Migrant Workers POEA - Philippine Overseas Employment Administration POLO - Philippine Overseas Labor Office ILAB - Office of International Labor Affairs NRCO - National Reintegration OFWsNMP Centre. National MaritimeThe Social Welfare Attaché of the DSWD, the Overseas Workers Welfare Administration (OWWA) will be an attached agency to the new department. The current OFW case system is currently in disarray. OFW cases are currently handled ad hoc and unorganized at all Philippine embassies and consulates. This is achieved by ensuring that they are treated fairly and receive all the benefits they are entitled to as employees of the employer. The new national agency will ensure that SAW representatives can raise legitimate concerns or issues on behalf of those who sacrifice so much for their families back home. It would be very helpful to our compatriots working abroad if the promise of the Duterte Administration to separate the OFW soon became a reality. This new department will be a refuge for them in case of abuse and mistreatment by employers. It will also pave the way for better development and advancement opportunities for Filipino workers.
