At the end of the war, Germany is split up into two states. One half of the nation remains united and democratically governed as West Germany; the other half is divided into four separate republics: East Germany, the Federal Republic of Germany (FRG), the German Democratic Republic (GDR) and the Allies'. The Allies decide to put West Germany under one government. With the rise of Soviet and Polish Communist powers, this government becomes more and more strongly aligned with the United States. The West German government is controlled by the Allied Control Council.
In the years preceding and following the war, conflict and tensions escalate between the United States and Soviet Union, leading to the Cold War. This becomes a major global struggle between the U.S. and Soviet Union with the U.S. aiding Israel's enemies and the Soviets aiding the U.S.'s allies.
In West Germany, the Allied Control Council sets up military districts and these districts are controlled by the United States, the Soviet Union and the United Kingdom. The three powers act like co-dominions. The Russians have great power in the central German states, while the Americans have great power in the west and the British control all of North Germany. The Allies send armys into West Germany to enforce their decisions. The politics of the three powers are the subject of international relations, and it affects the global politics of West Germany.
In the Soviet zone of influence, there are three of the four political parties: communists (ZK), national democrats (ZD) and National Socialists (NSA). In West Germany, there is the SPD and the CDU. The Christian democrats are split into three parties: CDU (USCS), ZDS (ZSP) and ZEFA (BJ/FDP) is an extreme right-wing alliance which has its origins in Fraction of German Nationals (BJ), the right-wing German National People's Party (FDP), and the German People's Party (DVU). Most of the ZEFA members are ex-Nazis who fought on the German side during World War II.
Milton Bradley suggested that Heinrich Himmler and Adolf Hitler should be made playable, and a two player game option for the Allies or German Allies with Himmler and Hitler in a faction was added in the United States.
