A long time ago, I used to advise clients not to put reference information, ie, BIF, in the source code. And in the case of MicroStation, this is basically all you have to do. Don't just cut and paste the code. Delete everything but the BIF. And rename it appropriately.
BTW, after 6+ years in this business, I've never seen this issue that you're talking about.

AngularJS Passing parameter to another URL
I have problem passing a parameter to another URL.
My WebAPI has two URL's, 
localhost:3038/api/products/GET/:productid
localhost:3038/api/products/GET
My AngularJS function is
$http.get('api/products/GET/:productid').then(function(response){
            //console.log(response.data);
            $scope.productData = response.data;
});
the two different URLS works fine. but I need to pass the parameter like this
localhost:3038/api/products/GET?productid=1
In my case I did this to solve this problem:
First I added a static string to the root of my website
staticValue = '1';
In my RouteConfig.cs I added the following code:
routes.MapRoute(
    name: "Default",
    url: "api/Products/Get/{id}",
    defaults: new { controller = "Products", action = "Get", id = UrlParameter.Optional }
);
In my Controller I added the following code:
public ActionResult Get(int id)
{
    return Json(new { productid = 1 });
}
