Putting a spin on it
Filters provide such an astonishing array of options that they really aren't to be considered part of a photographer's equipment. Even if you are just getting started, you can use filters and enhance what you see in an image. Of course, you need to know how to use filters before you can expect to produce images that are truly outstanding.

The following tutorial will take you through the different tools Photoshop Elements offers to edit images, clean up photos and retouch faces, torsos and various other elements.
Changing the Color Palette of Your Photos
First thing you want to do is to arrange your photos. You want to arrange them for simple editing, like merging photos, rotating them, creating a collage, changing colors and adding more photos.
You can easily do so by dragging the photos to a new location, or simply cut them out of their original location and drag them to their intended new location.
Let's start with the following image.
The image has a blue background and a lack of contrast. First thing you want to do is to arrange the photos.
Drag the individual images you want to arrange to a new location and place them close to each other. After you placed all the images as shown on the left, you can rotate them, adjust their brightness and contrast, and so on.
This is what you get after rotating your pictures 90 degrees.
You can easily change the brightness and contrast, or scale up or down your images by pressing the Alt (Windows) or Option (Mac) keys.
Rotate the images by pressing Ctrl or Cmd + R key while pressing the left mouse button and dragging the picture.
You can drag the picture to any location on the screen, and you can also scale your images. You can change the scale of an image by using the crop tool located at the top right corner of your image.

If you want to scale the image so it fills the screen or the entire view, you can use the free transform tool located at the bottom right corner of your screen.

After you scaled the image, you can change the brightness and contrast.
First press Ctrl+T (Windows) or Cmd+T (Mac) to activate the transform tool. Then click and drag the image to increase or decrease its size.
To adjust the contrast and brightness, click the eyedropper tool located in the toolbox at the top left corner of your screen. A blue cone will appear on your image.
