Houston-area students in grades 3 through 8 made significant gains in reading and math scores this spring after dramatic learning loss caused by the pandemic, STAAR test data shows. However, in many districts in the region, those gains were behind statewide averages.Texas youngsters overall made up for lost in-person instruction time in reading, results from the Texas Assessments of Academic Readiness, or STAAR, test results show. The progress in catching students up in math appears to be slower. This year, 40 percent of students tested at or above grade level in math compared to half in 2019. Really its improvement across the board, said Texas Education Agency Commissioner Mike Morath in a presentation to reporters about the results Thursday. This is what you want to see, you want to see all kids getting better, and this is what we have seen. It is clear that those state policy efforts are paying real dividends. The same trend was seen in districts in the Houston region, though some school systems already were behind statewide averages before the pandemic. In Houston ISD, reading scores improved beyond pre-pandemic numbers in elementary through middle school. In 2021, the number of students who did not meet reading standards increased well above the state average. This spring, students struggling to meet grade level reading made significant gains. For example, in 2021, 48 percent of 6th graders in the district did not meet reading thresholds. This year, only 25 percent of the same class, now 7th graders, failed to meet reading standards. In math, HISD students in grades 3 through 8 fell well behind pre-pandemic numbers, but showed big improvements from last years scores. The percentage of kids not meeting grade level standards in math nearly doubled in some grade levels in spring 2021. Those percentages still were higher this spring than in 2019. Despite gains, HISD still fared worse overall in math and reading scores than state averages. Aldine ISD had higher percentages of students in grades 3 through 8 falling behind grade level reading this year compared to 2019. The same was true for math scores in the district this year. For example, 64 percent of Aldine ISD 7th graders did not meet grade level in math, compared to 41 percent of 7th graders statewide. In Alief ISD, fewer students in the same grades failed to meet reading thresholds on the exam this year compared to 2019. Those percentages were much higher than the statewide averages. Kids in those grades improved in math compared to 2021, but did not quite reach 2019 averages. Fort Bend ISD 3 through 8 students fared better than the statewide averages in reading, as they did in 2019 and 2021. In math, the same students also exceeded gains compared to the state average, but still were slightly behind the districts 2019 scores. Spring Branch ISD students in grades 3 through 8 improved test scores for the second year in a row, with overall improvement across all subjects by as much as 17 points. A lower percentage of students in those grades did not meet grade levels in reading compared to 2019. In math, following statewide trends, elementary and middle school students in the district improved upon 2021 scores but there still were fewer students meeting grade thresholds compared to before the pandemic, with a couple of exceptions. Among 5th graders, 22 percent fell behind on math grade level standards — the same percentage seen in 2019 in the district. Additionally, fewer grade 4 students fell behind in math compared to 2019. This accomplishment is a reflection of the collaborative efforts of our community and their dedication to (every child). In Cypress-Fairbanks ISD, there were more students mastering reading and fewer behind grade level this spring since before COVID, despite a dip in numbers in 2021. The same trend was not seen in math however. For example, 30 percent of 8th graders did not meet this years math proficiency standards, nearly double the percentage of 2019. There also were fewer students mastering math for their grade levels this year compare to pre-pandemic numbers. A slightly higher percentage of students did not meet math grade levels this year in the district in most grades than in 2019. Texas elementary school students fell dramatically behind in math during the COVID-19 pandemic, dipping to the worst proficiency levels in six years in 2021. Education experts cautioned last year that the spring 2021 STAAR data came with many caveats and may not have shown the full impact of the pandemic on learning loss because the standardized tests were optional for the first time that year. More than 1 million fewer tests were administered across all subjects and grade levels. In 2022, Morath said the number of tests taken were more on par with previous years, given that the achievement exam was again mandatory.
