You should use an ADODB.Command object for each SQL statement.
For example:
ADODB.Command cmd = new ADODB.Command();
cmd.ActiveConnection = con;
cmd.CommandType = CommandTypeEnum.StoredProcedure;
cmd.CommandText = "DataForm";
cmd.CommandTimeout = 60;
SqlParameter parm = new SqlParameter(adName, SqlDbType.VarChar, 4000);
parm.SourceColumn = "Name";
parm.SourceTableName = "Table1";
parm.SourceVariable = "VAR1";
parm.SourceValue = "My Data 1";
cmd.Parameters.Add(parm);
The connection can be retrieved from the connection property of the ADODB.Command object.
The BDE may have its own way of handling cursors.  If you have something like that, you might be able to use ADO.Query instead of ADODB.Command, and it will probably work with DBHandle as you suggest.
