Questions not assigned to a specific person
I have noticed that there are questions that are not assigned to a specific person, but are still answered. 
For example, this question is not answered yet, but it was asked a while ago and it looks like this question has been answered. 
I would like to know why these questions are not assigned to a specific person. Shouldn't we try to be more precise and assign the question to a specific person?

This is just the nature of the Stack Exchange model, and there is no avoiding it. Not every question that is asked will get answered, not every question that is asked will get answers, but at the end of the day it's up to the users to vote and/or accept answers.

The Stack Exchange format is community driven. The things that happen in the "community" are as follows:
People ask questions and post answers
People vote to give the answer they think is best (up or down)
People vote to accept the answers they think are best (up or down)
It's up to you to decide what is "best" based on your own preferences. However, as @Captain Obvlious pointed out in a comment, if a question does not have an accepted answer, then the owner of the question is not supposed to accept any answer.
