Resource Viewer is a Visual Studio extension that enables you to view your *.xaml Resource Dictionary. It is designed to make the work process more efficient, since you can always see what the resources look like right inside Visual Studio. Resource Viewer is basically a list of resources you can click to view, pretty much like an array of what’s available but when it comes to the close button, it opens a new window that can be closed.
When working with WPF/Silverlight you put your reusable resources in a common ResourceDictionary, those resources might be of type Style, SolidColorBrush, DrawingBrush, BitmapImage and more. The problems starts when you have that ResourceDictionary you have no way to see how your resources look like, making the work process (of both the developer who maintains this dictionary and the one who uses it) clumsy and based on guessing.
This extension comes to solve those problems! With Resource Viewer, you can open any ResourceDictionary and actually see how your resources look like – your icons, brushes, etc. are all being visualized right inside Visual Studio.
Than when you’ve found the resource you’ve been after you can “inject” it into a file that is opened within Visual Studio.

How to view your xaml resource in visual studio
It works very similar to resourcedictionary explorer. You go to view. Other windows. xaml resource viewer. You will see multiple list of items right in your file.
I haven't taken it off "read only", so it's still able to be edited and added to.

Unfortunately no. It's impossible in Silverlight since you cannot open a file within Visual Studio as an editable. But even in WPF, there is no way to modify it. You are limited to editing it in visual studio.Larry Edgeworth
