In 2007, Autodesk introduced its next-generation AutoCAD platform, "AutoCAD 2009", now known as the "AutoCAD Architecture" platform, which is part of "Advance Architectural Design". In 2008, Autodesk launched "AutoCAD LT", a light-weight, fast and easy-to-use design application. In 2009, Autodesk introduced the "AutoCAD Architecture Family" platform, which includes the "AutoCAD 2009" platform, along with "AutoCAD LT", "AutoCAD Architecture", "AutoCAD Civil Architecture", "AutoCAD Mechanical", "AutoCAD Electrical", "AutoCAD Plant", and "AutoCAD Pipeline".
While the release of AutoCAD 2009 brought improvements to the features and performance of AutoCAD, the primary focus was on the new building and mechanical design capabilities of the platform.

I am new to Ruby on Rails and I need a way to edit a web page (I think) that already exists. How would I do this?

Yes. Use a local server for testing or by doing it locally
For testing, you can run your app by doing
$ ruby script/server
The webserver is also a good tool to try to make edits. In your development environment, where you have the app running, you would go to your localhost.  
In production, you would go to your ip address, which I believe defaults to something like 127.0.0.1.
