General comment. Interested to know whether impact is assessed (going beyond counting effort or output) by looking at the change attributable to sustainable procurement initiatives. This would require an assessment of what would have happened anyway and unintended consequences amongst other factors.
Coming from an international human and labour rights protection background however, I’m wondering what all panellists think remain the biggest obstacles to the embedding of fair, ethical and sustainable trade practices throughout the procurement process, ensuring we also take responsibility for protecting those outwith Scotland?
We have just recently introduced the use of a Benefit Outcome Evidence Report to be completed by the supplier for each benefit delivered that captures this information. Via the use of this template we were able to report some priority group information for the first time this reporting cycle for benefits recently realised. Within the quarter figures indicated that of the 26 outcomes delivered in the period at least 5 have been reported and evidenced as being realised by priority group beneficiaries. It is early days. It would be worth having a look at our supplier guide on the GCR City Deal website.

There is a range of wider social value measurement tools out there, many of which are being adopted by procuring bodies and suppliers alike to measure their impact. They are adopted by several procurement frameworks in Scotland and seem to offer an option going forward to reflect wider benefit
