Using Cross-Section Views to Explain Building Systems
It can be useful to use cross-sectional views of a building to explain the structural, electrical, and plumbing systems to the client or to an engineer who is to be the designer of the structure.
The cross-sectional views show the structural features of the building, as well as any specific or unique features. For example, on the left side of the illustration in Figure 18.2, you can see a sequence of cross-section views of a building.

Did the U.S. Postal Service still use some of the "red ink" on the 1957 US issued stamp?

The stamp you've mentioned was issued in 1957 and has its own article. It was issued in sheets of 200 stamps that were sold in packs. The stamps could be had in regular and solid variety, half or full sheet varieties and perhaps a page variety too. The letter style is one of the most sought after due to the elegance of it.
The images on the stamp were the four US states and under the lettering you mention you find the words "The United States Postal Service". To the left of it is printed:
