The Osaka Restoration Association, which holds a majority of seats in Japan's Osaka Prefecture Council, will submit a draft ordinance to the Osaka Prefecture to push for measures to combat gambling addiction in partnership with Komeito. The council's most recent session is through Dec. 15.

The move has been reported by several local media outlets, according to information gathered by GGRA's Japan correspondent.

In late April, Osaka and Nagasaki applied to the Japanese government for the right to host an integrated resort (IR) with casinos. Comments from MGM Resorts International, Osaka's proposed casino operating partner, suggested a decision might be made before the end of the year.

With an initial investment of 1.80 trillion yen ($7.5 billion at the current exchange rate), the docked Osaka project is scheduled for the artificial island of Yume-Shima in Osaka Bay.

Under the current liberalization regime, up to three resorts were to be allowed.

In the context of casino legalization, the issue of "gambling addiction" has been a public policy concern at the community and national government levels.

According to recent local media reports, the draft Osaka Gambling Addiction Prevention Ordinance contains plans to establish a headquarters for such work in the prefecture. Such establishment will be chaired by the current governor of Osaka Prefecture, Hirofumi Yoshimura. The draft ordinance also proposes a task force committee and a foundation fund consisting of experts.

At a May session of the Osaka Prefecture Council, Japan's Liberal Democratic Party, which governs with Komeito at a national level, submitted a draft local ordinance to push for measures against gambling addiction.

However, representatives of the Osaka Restoration Association and the region's Komeito reportedly believed the draft was ineffective and blocked it out of concern about how the measures would be implemented.

The National Framework Act on Gambling Addiction Measures, which took effect in October 2018, mandates local governments to prepare measures at the local level to own casino resorts.

On July 29, a local referendum proposal regarding tilting the Osaka metropolitan area (pictured) when receiving IR was rejected by the current parliament.

Before the vote, an anti-casino group collected more than 190,000 signatures from registered local voters, which reportedly received around 146,500 signatures, more than 2% of the electorate.
