Also called Single Status Certificate, the CENOMAR attestation is the subject matter of the Ministry of External Affairs or MEA, which does it in two ways -Apostille and normal attestation.    
Apostille
Being a member of the Hague Convention
since 2005, non-residents of India do not need any legalization of foreign
public documents. This convention has 105 member countries today, according to
www.hcch.net.    
The apostille service is meant for the attestation of personal documents, such as CENOMAR, birth/ marriage/ death certificate, affidavits, power of attorney and educational documents like degrees, diplomas and other certificates.
This membership ensures that the verified document in one of the member countries shall be acceptable in other ones. This is how people with Indian passport can skip attestation services in those member countries separately. It is to simply, seamless and one-time procedure to authenticate documents. 
Normal Attestation
This is a second procedure that NRIs have to stick to for verifying and legalizing documents for migrating to the non-member countries of the Hague Convention. Simply put, the country wherein Apostille service is not acceptable, this attestation is mandatory. 
E-Sanad 
This is an electronic service to apply for verification and attestation of documents by Indian citizens. If you want to go paperless, contact less and cashless attestation of your no record of marriage certificate, this service is your cup of tea. Its services encompass authentication of all documents, scaling from personal, educational to commercial.  
Procedure to Authenticate CENOMAR from e-Sanad
·        Visit this site: https://esanad.nic.in/ to apply for online legalization of your certificate.
·        Sign up as a new user, providing personal identifiable information & contact details.
·        Then, sign in.
·        Select “attestation” from Online Services menu. 
·        Select your case as “Personal Document” out of the three kinds of documents.
·        Fill up the form and upload the requisite documents. 
·        Pay its service charge online, which is INR 50 at present.
·         Your application is sent to an outsourcing agent, who avails your data to the MEA.
·        The DIAs/ GAD digitally verify your documents. 
·        Then, MEA just put its stamp on your certificate of no marriage. It also puts an Apostille sticker on it to make it ready for dispatching to you.

Submit Documents to Authorised Outsourcing Agents
You must be aware of the fact that the MEA does not attend a direct request for single status certificate for attestation from you. Being a competent and high-level of authority, it has delegated this service to some outsourcing agents. These agents are legally bound to work with this government department. Physically Deposit Documents to Outsourcing Agent
You should select the outsource agency center in the list, which would carry a complete detail of where you should reach and submit requisite documents. You can trust it because the Branch Secretariat/ RPO has control over its proceedings. The competent authority provides a receipt of your certificate attestation fee. Keep it carefully for reference later.              
Delivery of Attested Documents
Upon verifying the authenticity of your documents, the RPO or Branch Secretariat duly attests them. This is how legalization of your single status certificate happens. Once done, these are sent back to you. This process may take a few weeks to a month. 
Fee Notification
The fee is not acceptable through postal orders. Normal attestation is free. But, you have to pay INR 90 (for delivery) and INR 3 (for scanning per page) to the MEA.
