How do I balance a mutation-selection simulator?
I am trying to simulate a Mutation-Selection algorithm to evolve food in a restaurant. Basically, the food (the computer game's AI) has a selection system that tries to evolve the best food at that moment, and a mutation system that could possibly improve the food's overall quality. 
The simulation is to start with a mass of food (for example, for a vegetarian restaurant, that may be anything from pizza to pasta to rice to chinese food to burgers) and evolve it through the years.
Now, I would really like to be able to balance the quality and quantity of the food at each time, so that the more I evolve a restaurant, the more I reach my target quality, and I would like to be able to properly move in that direction.
How would you go about doing this? How do you weight for example: "I would like to have 1 burger today and 2 pizza slices tomorrow"?

Good luck with this problem, I think it's an interesting one. There's already a chapter in The Evolution of Artificial Life on automatic and intelligent evolution.
A quick Google search got me this reference to a 1994 paper on a genetic algorithm that has a simulated physical world in which certain things happen that can impact evolution. It just looks like the author included 4 equations. Would it be possible to use that as a blueprint for a subset of your algorithm?
The other suggestions in the comments to weight parameters are also helpful, but it seems to me that your situation is unique in that there's little to no room for a bunch of rules in your design. I think that you'll have to modify how you implement the algorithm.
