Background 
	In democratic nations such as the United States, immigration policies search to implement priorities regarding what kinds of persons may legally immigrate and eventually claim full rights as equal citizens. Since 1882, when the federal government started actively regulating immigration, it has had to devise legal and administrative methods and policies for enacting and successfully enforcing its objectives. Values on who can become citizens of the United States and why have changed over time, as shown by our immigration and citizenship laws. Immigration policy is fraught with controversy and negotiation because it affects so many aspects of national life, including who votes in US elections, labor competition and access to jobs, national security, foreign affairs, economic growth and competitiveness, and the character of American society. What this is basically saying is that any direction we point immigration in it will always give a reaction brought on to the people.
Why are people arguing about this?
People have been arguing about immigration for centuries. One of the main topics that is brought to the light would have to be the argument that “Immigrants will take American jobs, lower our wages, and especially hurt the poor.” This is the most popular statement, as well as the one with the most proof to refute it. First, if natives are affected at all, the displacement impact is minor. Immigrants are usually drawn to rising regions because they increase both the supply and demand sides of the economy, resulting in more job opportunities. Second, the debate about immigrant effects on American wages is limited to the single digits—immigrants may raise relative wages for some Americans by a small amount while lowering them for the few Americans who directly compete with them by a larger amount. Since immigrants are likely to compete directly with other immigrants, the impact on less-skilled native-born Americans may be minimal or even positive.
Who is arguing about this?
The U.S. Government has been arguing over policies and laws for ever. The United States Constitution contains few details on how immigration policy should be implemented, but it does include general guidelines as to who has the power to do so, as well as legal avenues for challenging policy elements. The United States Constitution grants Congress the authority to "create a uniform Rule of Naturalization," which determines how immigrants may become citizens, in Article I, Section 8. Despite this charge, several states implemented their own immigration policies in the early years of the Republic.
