I have fixed a lot of error code. Microsoft office 2007 corrupt,internet explorer error 193,Pc wont turn on,error code 193, loadlibraryex startup dll failed with error 193.
Fix LoadLibraryEx Startup.dll failed with error 193
Error 193: Loading a DLL failed or does not exist.
This is a Microsoft windows error.A missing or invalid DLL file may cause the error.
An invalid DLL file may be corrupted.
Fix: You need to repair or replace the missing or invalid DLL file.

 I had a similar problem after I updated to windows 7, and this link did not help so I used
LoadLibraryEx ( LoadLibrary (L"pandora.dll"), NULL, LOAD_LIBRARY_AS_DATAFILE, NULL )
to open the file and it worked for me.
Here are the function calls I used.

LOAD_LIBRARY_AS_DATAFILE = the "pandora.dll" cannot be loaded due to a missing or invalid dependency.
LOAD_LIBRARY_AS_DATAFILE = the specified procedure could not be loaded due to a missing import module.
LOAD_LIBRARY_AS_DATAFILE = loading DLL failed
LOAD_LIBRARY_AS_DATAFILE = the specified procedure could not be loaded due to a missing import module.
LOAD_LIBRARY_AS_DATAFILE = the specified procedure could not be loaded due to a missing import module.
