 state Constitution has long called for taxpayer dollars to be used to fund public schools. But this funding formula, passed by the Legislature and signed into law by Gov. Rick Perry in 2001, still has some fairly deep flaws. The main one is that it ties school funding to the performance of schools, or at least the performance of the state on some standardized test scores. And the current test is English Language Arts/Literacy (ELA), the old NAEP test.
The formula sends money where performance is highest, but there’s nothing really stopping a school from having excellent ELA scores and poor math scores. The problem is the state regularly does poorly on those tests. Just last year, it scored between 17 and 20 percent below the rest of the country.
The formula is also regressive. That means it targets poor and minority schools more than wealthier schools. And it’s vague about how schools are supposed to use the money, leaving plenty of room for teachers and principals to micromanage schools in ways that do not help students learn.
Some people might argue that the state does not need a formula because it’s just a little thing that only hurts the schools that need it. But other states, such as California, have spent hundreds of millions on updating their formulas and none of them have issued an order like Perry’s.
So why not spend the money to fix it? That’s the question state Rep. Dan Huberty is leading an initiative to put to the Legislature. The question is where in the crowded budget should the money go?
