21st: Is there any information the Illinois EPA is aware of and can share about how much the cleanup of any of these Illinois sites cost?

Illinois EPA: We are aware of the estimated cost for a remedial action in the various decision documents that are prepared for each site. Federal Facilities,regardless of their status on the National Priorities List, must follow the remedial investigation and remedial action process of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, as amended (CERCLA or Superfund). An estimatedcost for each remedial action undertaken through the CERCLA process has a cost estimate in the Record of Decision (ROD) but the true cost of a remedial action is unknown until finalized. IEPA does not track the total cost of each remedial action on FederalFacilities. That information should be available from the individual installation or military department through the Freedom of Information Act.

21st: There are at least 61 active sites in the US where the military is allowed to burn or donate waste into open air. None are in Illinois, but two are close by: the Iowa Army Ammunition Plant in Middletown, and in Crane Naval Depot, IN. What is the department doing to make sure that any hazardous chemicals from those sites won’t spill over into Illinois?

Illinois EPA: The Open Burning/Open Detonation operations at both the Iowa Army Ammunition Plant and the Naval Surface Warfare Center Crane Division are conductedunder a Hazard Waste Management Permit or Interim Status pursuant to Subpart X of the Resource Conservation and Recovery Act of 1976, as amended (RCRA). In Illinois, the Illinois EPA is the delegated agency for the implementation of RCRA. You will need tocontact the Iowa Department of Natural Resources and the Indiana Department of Environmental Management to determine their individual RCRA authorization and delegation status and the permit status for each site.
