The film was distributed by Warner Brothers. It was directed by Katsuhiro Otomo and written by Katsuhiro Otomo and Keiichi Hara. The film stars Kelly Le Brock as Akira. It is one of the only films in the West to be based on the anime series. The film was released in Japan as Red Nightmare. It is the second anime film based on an Akira manga. The first was titled Akira 2. Akira is one of the most influential anime in the history of anime.
Story. The film picks up five years after Akira and sees Akira having worked at the Motoko Research Laboratory (a think tank similar to the Pentagon in the United States) after being released from a mental institution. She goes on a blind date with Ryūji, a man who has a cybernetic arm. The date goes awry when the girl's father, the President of the country, tries to stop the relationship.
Production. This is the first film to be directed by Otomo since his debut film, Ringu.
I don't think there is any particular meaning or "truth" behind the word, I believe it was just used because people would know where she is because of how her name sounds. I have also seen the (possible) theory that it could have come from the show's ability to blur the lines between the real world and the world inside the computer.
A more interesting question would be, why does her father keep saying this if he doesn't know how to contact her? Maybe to goad Akira into saying what he wants to hear? Or maybe that it was because of his dying mother.
The movie asks this question, but I really don't think it is. I think it's just a regular connection to maintain contact. And even then, I don't really think that's it. What I think it is, is some information about the president's job at the time. And when the father says that he wants to know where she is, it's a threat to the current government. So that's why he keeps saying it.
The three things that the president does all seem logical. I can't really think of anything that he would do that could be considered "lunatic", so I'm not sure why you think he would be mad.
