Update 1:20 p.m. EDT Aug. 17: At least one person has died as Tropical Depression Fred dumped heavy rain over parts of the South on Tuesday, according to The Associated Press.

Officials with the Florida Highway Patrol told the AP that a Las Vegas man's car hydroplaned Monday night near Panama City. He died as a result of the crash, officials said.

More than 31,000 customers were without power Tuesday afternoon in Georgia and Florida, according to PowerOutage.US. In north Georgia, several people reported downed trees and localized flooding, WSB-TV reported. In North Carolina, officials confirmed at least two tornadoes on the ground, WSOC-TV reported. Authorities told the news station that they found trees and power lines downed in Alexander County.
