Installation:
1. Download and extract HeavenSent to your hard drive.
2. Open HeavenSent from your Start > Programs menu. Click Yes to the Vista notification that appears.
3. Click the Preferences tab.
4. Configure the settings, such as scroll speed, scroll direction, etc.
5. Click OK to save.
6. Click the read link at the bottom of the parchment to start reading.
If problems persist, uninstall and reinstall HeavenSent.An angry Dallas City Council voted to block a proposed $2.5 million plan to maintain, repair and expand city parks across the city after police officers clashed with protesters at a contentious council meeting.
The council voted 5-4 to table the proposal, effectively killing the plan. Council members Roger Long and Philip Kingston were the fourth and fifth votes.
Late Monday, Dallas police issued a statement saying they were open to continuing the discussion, but Dallas City Manager T.C. Broadnax told reporters the department is done.
"The City of Dallas has no plans to move forward with this proposal," he said. "We will have a new proposal at some later time."
Dallas parks board member Martin Engel, who supports the plan, said he is optimistic the department will reconsider and present a new plan.
"I think they realize they made a mistake," he said.
The council tabled the proposal after the spring-breaking tension erupted into a shouting match among council members and Dallas police officers.
Council member Carolyn Perkins told The Dallas Morning News that the city had asked police to serve notice before they met. They did not. She warned the police were going to get physical.
