Oracle Instant Client for Windows
Oracle Instant Client is no longer supported for builds:

Oracle versions later than version 11g cannot access the 11g server infrastructure and will not run applications using instant client. When the version number in the "Version" column does not match the database version number, this means that you will not be able to access the database. Oracle 12c is not supported with instant client.
The Oracle 12c client binaries are only available for the x86 and x64 platforms. The IA64 platform will not be supported with the Oracle 12c client.
As of the Oracle 11g release, Instant Client is offered with the following runtime levels:
