Enhance Assign Access Rights menu drop down

When adding Admin Access Rights to Plans in My Staff > Administration Staff Management, step #4 Choose Rights menu defaults to "Evaluator."

This is a recurring problem for our Site admins here in particular when adding "Peer Observer" rights. They aren't thinking about it and when they see "Evaluator" by default, then think that is correct.

PS support has said this setting is currently hard coded.

Our proposal is for the dropdown to default to "Not Selected" or perhaps a "Please select" prompt. Then if the principal skips that step and clicks the "Add" button, they will get an error prompt stating, "You must select the rights from the dropdown box."

Optionally, could Super-Users determine the order of the current drop down so that we could, for example, set Peer Observer as the first choice?

This fix will cut down on Site Administrator frustration.
