IN PURSUANCE of its powers under the Town and Country Planning Act 1990 MOLE VALLEY DISTRICT COUNCIL the District Planning Authority for the purposes of the said Act HEREBY give notice of its decision to REFUSE planning permission for the development specified in schedule 1 hereto.

Schedule 1 Erection of 2 No. garden sheds on a platform to support gardening and farming activities.  Berry Farm, Blanks Lane, Newdigate, Surrey

Reasons 
1. The proposed development is considered to result in unacceptable harm to the character and visual amenity of the rural area by reason of its prominent and conspicuous nature on the appearance and openness of the character of the area , contrary to Core Strategy policies CS13 and CS14 and Local Plan policies ENV22 and RUD14.

2. The proposed scheme has failed to demonstrate that vehicles can enter, manouvre within and exit the site in a foward gear. The access is too narrow to allow simultanious entry and exit of vehicles which could cause danger and inconvenience to highway users given the multiple plots within the wider site; this would be contrary to the objectivies of the NPPF, and policy MOV2 of the Local Plan.

The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against all material considerations, including planning policies and any representations that may have been received. Whilst permission has been refused, regard has been had to the presumption to approve sustainable development wherever possible, as set out in the National Planning Policy Framework.
