Alt-tabbing between applications and windows within applications is not Alt-Tabbing between applications. This breaks the user experience for Windows Vista. Alt-Tabbing is not allowed to be used to switch to another application and thus cannot be used for fast switching between applications. Alt-Tabbing only "works" when you are in an application, or in a "shell" to select the next application to run. When the same application is already running, the previous application will be terminated.

I've been using the default PCMonitor, but found it annoying.
So I decided to recreate a simple System Monitor that gives more or less information about what's going on with the CPU and Memory.
Last I tried it was a.NET console app.
I even made it persistent, so you can close the app and come back later and it should be at the same spot.
It also seems to be less prone to bugs and crashes.

There is a tool called Desktop Insights but it's really limited and doesn't support the newer vista taskbar it also won't work in the current windows preview.
The best tool I've used is task manager as you have mentioned you can use it to see the total program list (on the left side) and if you want to see just one process then use the CPU section, if you want to see just one program use the Processes tab and I always use the columns to right click and bring up "Change sorting" and use the appropriate column to sort the windows I choose.
But what I really like about this tool is that you can click on the colored "window" in the title bar and it will jump to the window so you don't have to move your mouse around, and you can click the "end task" button on the bottom to quickly kill running programs.
It also shows up some other information such as the full screen state, so you can quickly open a window that is maximized to the entire screen.
