Here are some installation instructions:

To install, just extract the.tar.gz package into an empty folder.
Open the portable_mscgen.bat file in a text editor to see the batch file content.
Note: You need to do this if you have other programs like MS XPS, MS Word etc. open the Portable Mscgen *.bat file.
To start using Portable Mscgen, navigate to the portable_mscgen.bat file (with the correct path name) and click the "open" button.
To run Portable Mscgen for the first time, you need to edit the portable_mscgen.bat file to set the appropriate value for your command line.
