 . . in cars on the track, is completely incompetent in this wacky but no less odious invention. His first big appearance is when he's in his (presumably) 1978 Chevy Camaro giving Ruby's (a) wife and (b) daughter a hard time over a car parked in a driveway while her mom runs to get their . . . at the supermarket.
The real villain is Murphy's wife, who is just plain evil. She's the type of woman whose plans get derailed at the last moment by some more compassionate sister, but whose plans nonetheless go off without a hitch. (In this case, Ruby's wife's plans go off without a hitch because that's her plan all along.) This is especially true in the film's climactic scene, when she catches the kid trying to steal the car. Now, the wife is a terrible person, but at least she's competent, and she does what she does well. The kid, on the other hand, is just a little asshole.
So, you have a good villain, someone you can sort of relate to. You have a good villain. Let's throw in a white man. But what do you do with the villain that's a . . . *white man*. (And don't you think maybe that's racist? You did all the other characters, why the hell would you pick a white guy?) What the movie's weak point is.
Murphy is a pretty great character for the most part. He has some cool lines, he gets a good arc, and when the film is in a decent place, he ends up being a pretty reasonable antagonist. If you can get past the two first points, the last one is the most telling: you don't really believe the white guy is as bad as he seems, and you can't really believe the bad guy is as good as she seems. That kind of thing just doesn't work. You've got two excellent characters playing off each other in a morally ambiguous situation, and the movie doesn't really quite know what to do with them.
So, what should the movie have done? The easy answer is to make Ruby bad (and, more specifically, for the woman to be bad and he to be good) and give the white guy some good traits. You could even have him be a bit of a bastard (not to the point of being a full-on villain, but we're not that kind of movie).
