Instead of going out of their way to seek out this evil man and ask him what was going on, or speak out against him and attempt to protect the victims, they chose to cover their ears, close their eyes, and ignore him.
The military chain of command did nothing to stop him. The chain of command apparently didn’t care enough to even ask this man, who had enough problems, what his plans were.
Instead, they apparently only considered how the military organization would be negatively affected by taking disciplinary action against the perpetrator.
