CoolMon Crack + Activation For PC
CoolMon is a free, low-resource performance monitor that collects performance statistics and displays them in a small configurable window. Unlike other tools, it does not require starting processes, and does not impact your system performance.
If you see a CoolMon icon on your desktop, click it to start the program. In the usage monitor, click the [Hide] icon to completely hide the window.

Special features :
- Client/Server mode: CoolMon can be configured as a server and a client so that remote machines can be monitored. Simultaneous local and remote monitoring is possible, as multiple instances of the application can be started. CoolMon can also act as a web server, making it`s data accessible through web services like SOAP/WDSL.
- Process Exclusion: For people that run SETI, RC5, Folding@Home, Genome@Home, the UD Cancer Project or any other Distributed Computing client, it is possible to exclude this process from the total amount. This makes the Processor usage counter valuable, as it is not at a constant 100%. It is also possible to exclude multiple processes.
- Other special features include: custom update interval, degree of alpha transparency, longest and average uptime display, flashing scroll lock light to indicate network activity.

The foregoing will show that the fund is lawfully subject to the payment of county taxes, in so far as, under the provisions of the Constitution, it is a county fund. Before the County Court of Tippecanoe County could tax the fund for county purposes, the appellee would be required, by virtue of the provisions of Art. 7, § 65, of the Constitution, to file a bond, to be approved by the Secretary of State. It is clear that the appellee has no such bond, and, by reason of the provisions of the Constitution, it has no power to levy taxes for county purposes.
The appellee concedes that the legislative powers reserved to the State are virtually plenary and are not to be restricted, unless the Constitution of the United States, the State Constitution, or the laws of the State expressly prohibit it. Such concession is fully sustained by this court in State v. Powell, 103 Ind. 118, 123; and it is a proper result that the State will exercise only such powers as the Constitution or the laws confer, and the exercise of other powers than those thus conferred is void.
Thus, we have concluded that the Legislature has no power to authorize the appellee to levy taxes for county purposes, and that it may not tax the fund to such extent
