Like it or not, NOAA Weather Radio is, until now, have been governed by National Weather Service policy for its use, without exception.
But this does not preclude a software vendor from writing an RTB application using this same API.
Oh, I know in theory it's fine.
But that app almost certainly doesn't work.
The developer has to understand the API, and understand how it works (or be able to get a professional to do it for them).

You are right about this comment. However, there are over 1 million active NWS users who subscribed through their NWS page to a TROM package available on the NOAA website. The price is $99.95. That subscription includes the data for the next 4 months. The majority of these users use it to monitor storm trends in their local area. For those who live far away from the national weather service, they are subscribing to the data free.
If you look at the information pages at the NWS, they reveal a lot more information than the NOAA app.
I have several that I use depending on my location. You may disagree, but I don't see that as being a problem.
