The House version of the 2014 defense spending bill eliminates the Pentagon’s intent to buy the F-35 Joint Strike Fighter, the linchpin for the decade’s budget plans.
The House bill is H.R. 835, the Budget Control Act Continuing Appropriations Act, 2014. The Pentagon appears to have exempted the JSF from the sequester cuts entirely.

The bill makes the stipulation that the defense spending bill “shall not contain any provision that would change the authority under which the FY2014 defense budget is determined, except as necessary to implement the Budget Control Act.” That is, they changed the caps on how much the Pentagon can spend so that they can avoid any JSF cuts.
Sen. Durbin of Illinois has attacked the JSF cuts in the bill as a “back door sequestration” of the program. His concern is that the F-35 program will be cut significantly by the House/Senate Budget Committee. It is not clear what Durbin is talking about with the cuts.
A JSF program cut is not sequestration because it cuts a program. Reducing the Pentagon budget is the sequestration. The F-35 cuts are just a normal congressional cut because the JSF is in the Pentagon budget. The Pentagon has said that the cuts are coming. It was previously disclosed that the Air Force had designated $600 million to cut the F-35 production line. If they cut further, they’ll cut it everywhere and that would significantly slow down the entire program.
The announcement that the Pentagon will ignore the sequester cuts is a blow to the program, though. It was the first indication that there might be some consideration given to the program.
