If you need to display things over an existing screen, the _idea_ of
modal/modeless dialogs is a good one to use. However, there are usability
problems with what's being suggested here.
Specifically, I dislike the perma-navigation on the modal dialog because
it's _not_ what the modal dialog is for. It's to force the user to select
options from _inside_ a dialog. Having the navigation outside a dialog feels
out of place to the user, and furthermore is a convoluted way to do things
which the author should have done it the simpler way.

I think it is a good use for modal/modeless dialogs. The modal dialog is most
commonly used to explain a process or action, and as such, it _SHOULD_ be
just as confusing as the data has no context that would help the user find the
way out. This is especially true since the purpose of a modal dialog is to
have a conversation with the user while they're in the process of typing
something
