No.
There are a few software packages that have this feature, but none of them are common utilities for audio work.
A few good ones:
Logarithmic software
Professional multi-channel level meters
A common piece of workstation software:
Eclipse
Logarithmic software is software where you can transform your audio signal in real time.  You can choose how many decibels you want to go up or down, as well as scale the amplitude of your sound in linear or logarithmic scales.  For example, a pink noise generated from pure white noise is a very flat sounding source.  But if you multiply the white noise by 3, the pink noise becomes 6db louder.  If you now raise your volume by 6db the signal no longer gets louder, but 6db more loud.  Now, if you raise your volume by 6db you’re essentially multiplying the original pink noise by 8.  Now if you go back to the 6db away the sound is a lot more lively and has a nice bright sound to it.
It’s also very useful for smooth EQ tuning.  If you have a lot of resonances and a quickness in one particular frequency and a lot of harmonics are floating around and moving in and out of your range, you can flatten that frequency and make everything else more prominent.
Pro Tools is a professional digital audio workstation used for audio editing and music production.  It’s used by many high-end recording studios and is most commonly used by professional musicians and producers.  I don’t know that it does what you’re looking for.  You can certainly do something similar with the built-in audio effects.  You could change your reverb or compressor setting to change the “resonance” of the signal.  This is really up to your creativity.  You can use several different plugins to do a multitude of cool things.  I’d suggest playing with the sound editor in the program and see what plugins come with it.  If you can’t find anything, look around.  I’ve used almost every single plugin in Pro Tools, so I know where most of them are.
