Motivating students who are left behind 
Reasons why they are left behind: 
Absenteeism
Not doing assignments
Unable to keep pace with the course
Not communicative with other students
Connection or computer issues 
No conducive environment for learning
What can be done to help students overcome these obstacles? 
Connection issues - university to provide socially distanced spaces for students so that they can access the campus wifi? Provided students are able to make it to campus (e.g. not entirely locked down). Possibly provide SIM cards with mobile data for students to study from home. Provide lower resolution content (less video, more text, lower res images etc.) to minimise use of data. 
Hybrid environments with both in person students and online - redesign class rooms to support mixed classes. Allows students who do not have alternative locations to attend class to come in to campus, and also allow students who want to study online to attend online. Provide more support for teachers in the form of assistants to monitor online student feedback and tackle IT issues. 
At regular intervals during the course, identify students who are struggling and have one-to-one consultations to pinpoint what is impeding their learning (preferably in person meetings, as there is some research that students may be less keen to discuss problems via videoconferencing (cf. College students' attitudes, stigma, and intentions toward seeking online and face-to-face counseling (This is not the reference I originally found, but it is similar, although applied to counselling rather than consultations with lecturers - KSY.
