Selecting the most recent value of an id field from another table
I'm struggling to figure out how to get the most recent row from another table based on the Id field.  The most recent entry in the the other table is by a different user.
So basically I'm trying to select the most recent entry in the table "item_responses" based on the user_id.
My current query looks like this:
SELECT * FROM items, item_responses
WHERE items.user_id = item_responses.user_id
What I need to achieve is:
AND item_responses.created_at =?
I've tried various ways of writing the SQL and/or using the syntax but keep hitting a wall.  I think I'm thinking about this the wrong way and am looking for some guidance.

Try this:
AND item_responses.user_id = (
    SELECT user_id FROM item_responses
    WHERE id = (SELECT max(id) FROM item_responses)
)
If there is more than one max(id) you might need to use a subselect and a correlated subselect.
    WHERE id = (SELECT max(id) FROM item_responses
        WHERE id = (SELECT max(id) FROM item_responses)
        ORDER BY created_at DESC
        LIMIT 1
    )
Both subqueries must have a LIMIT 1 so you can determine only one row.
